BERAU FOREST BRIDGING PROJECT

 

1.1.           BFBP Background and Context

 

A financial agreement was signed by both the EC and the Government of Indonesia at the beginning of 2003 indicating a need to continue an EC presence in Berau, via the BFBP, until the follow-on project, PMNRBB (Participative Management of Natural Resources in Berau and Bulungan), could be implemented.

 

DHV continued an active presence on project activities and the contract between the European Commission (Europe Aid Cooperation Office) and DHV concerning the BFBP was signed the 11th of August 2003. The project start up date was back dated on September 1st 2002. The length of the project was originally set to 17 months. Form September 1st 2002 to the 31st of January 2004.

 

In August 2003 the former BFBP Team Leader (Mr. Graham Tyrie) resigned. On the 1st of September 2003 Dr. Rodolfo A. Giambelli started his activity as the new BFBP Team Leader.

 

In December 2003 the project was granted by the EC a no cost extension till the end of March 2004. This will increase the length of the project to 19th months. (Addendum No. 1 To Contract No. B7-6200/2002/68-868/ID)

 

1.2.           Project Details

 

          Name: BERAU  FOREST  BRIDGING  PROJECT (BFBP)

          Time frame 17 months starting from September 2002

          Currently extended till March 2004

          Budget 697,986 Euro (EU funded)

          Executing Agency: Ditjen BPK Depthut (GoI Ministry of Forestry)

          Implementing Agency: PT Inhutani 1 (PT HLL) , and Balitbang Dephut.

          BFBP Contracted to DHV in partnership with PT MLD

          Office Locations: Berau, Balikpapan, Jakarta.

 

1.3.           Project Objectives

 

The objectives of the BFBP bridging project are as follows:

1)  Protect the physical facilities and concession based outputs of BFMP.

2)  Hand over responsibility for the BFMP results to the competent Indonesian authorities.

 

1.4.           BFBP Work Plan and Priorities

 

BFBP workplan was presented to the various government and non government stakeholders in Berau (30/09/03), Samarinda (02/10/03), Balikpapan (03/10/03) and Jakarta (13/10/03). The plan was well received. The major concern expressed by the stakeholder was the limited time available for the implementation of BFBP activities, as, prior the March extension, the timescale was effectively reduced to 4 months (from October 2003 to January 2004). BFBP workplan was subsequently approved by the EC on December 2003.

 

The workplan main activities are as follows:

i)         Operational Presence in Berau.

ii)       Social and community activities supporting sustainable natural resources management.

iii)      Operational Forest Management monitoring.

iv)      Training and dissemination of project results.

v)       Support the local government in the use and maintenance of planning set data

vi)      Hand over of BFMP products to competent local authorities.

 

In the light of the restricted time available for the implementation of the BFBP activities, Government line agencies and other stakeholder requested BFBP to concentrate on 4 key priorities that are in essence already contained in the workplan.

 

These priorities are:

1)    Protect the STREK PLOTS from possible threats represented by Coal Mining and illegal logging. – This issue is implicitly comprised in point 1 of the work plan objectives (i.e. Operational Presence in Berau and support of the Labanan Concession) as the Plot Strek are embedded in the Labanan Concession and their protection is a key element for the prosecution of the BFBP activities related to NRM into the new EU project planned in the district (PMNRBB).

2)    Launch a multi stakeholder forum and related secretariat, based on the Model Forest principles and process for the support of the sustainable NRM of the Labanan concession. – This issue is included in point 2 of the work plan (i.e. social and community activities supporting sustainable natural resources management). Also this item is a key element for the prosecution Berau NRM activities in the new EU project planned in the district (PMNRBB).

3)    Support operational forest management and local NRM planning through training related to BFMP products already developed. – This issue is developed by point 3,4,5 of the WP activities (i.e. 3 Operational forest Management monitoring, 4 Training and dissemination of project results, 5 Support local government in the use and maintenance of planning data sets.)

4)    Hand over BFMP products to competent authorities. This item is fully comprised in point 6 of the WP (i.e. hand over of BFMP products to competent local authorities).
